Types of Community Facilities In Canada

Community Residential Facilities (CRFs)

Community Residential Facilities, commonly referred to as halfway houses, are structured living environments operated by community organizations.


They typically provide:


  • 24/7 staff supervision 
  • Structured routines and expectations 
  • Support with reintegration, including employment and life skills 
  • Ongoing communication with supervising authorities 


CRFs are one of the most common forms of community placement, particularly for individuals who require a higher level of structure and support during their transition.

CRF Facilities

Community Correctional Centres (CCCs)

Community Correctional Centres are operated directly by the Correctional Service of Canada.

They are generally more structured and may house individuals who require closer supervision or who are earlier in their release process.


In some cases, CCCs may accommodate individuals who require a higher level of structure or who are not suitable for placement in community-operated facilities at that time.


Features often include:


  • Direct oversight by CSC staff 
  • More controlled environments 
  • A higher level of structure compared to community-operated facilities

Treatment Facilities

Treatment facilities are specialized residential settings designed to address specific needs such as substance use, mental health, or behavioural concerns.


These facilities may include:

  • Structured programming 
  • Clinical or therapeutic supports 
  • Increased supervision depending on the level of care required 


Placement in a treatment facility is typically based on identified needs that require a more focused level of support.

Specialized and Enhanced Support Facilities

Some community residential facilities offer a higher level of support for individuals with additional needs, including health-related or mobility concerns.


These facilities may provide:

  • Assistance with medication management 
  • Access to healthcare services or coordination with providers 
  • Support for individuals with physical or cognitive limitations 
  • A more structured and supervised environment 
  • A retirement or nursing care type setting


These settings are designed for individuals who may not be suitable for standard community placements due to their level of need, and who require additional stability and support during reintegration.

Indigenous-Specific Facilities and Programming

Some community residential facilities offer culturally specific environments and programming for Indigenous individuals.


These facilities may provide:


  • Access to Elders and traditional supports 
  • Cultural programming and ceremonies 
  • Community-based reintegration approaches 
  • Support grounded in Indigenous values and traditions 


These environments are intended to support reintegration in a way that reflects cultural identity and community connection.

Supervised and Independent Living Options

In some cases, individuals may transition to more independent living arrangements as part of their reintegration.


These can include:

  • Supervised apartments 
  • Satellite units connected to larger programs 
  • Other approved independent housing arrangements 


These options generally involve:

  • Reduced day-to-day supervision 
  • Ongoing check-ins or oversight 
  • Greater personal responsibility 


They are typically used for individuals who have demonstrated stability and are able to function with less structure.

Women's Community Facilities

Some community residential facilities are designed specifically for women or offer dedicated spaces for female residents.


These facilities may provide:


  • Gender-specific programming and support 
  • Trauma-informed approaches 
  • Smaller, more specialized environments 
  • Support services tailored to individual needs 


Not all facilities accept women, and availability may be more limited depending on the region.
